Two Iranian truck drivers were detained for transporting to the Russian-controlled areas of Karabakh without the consent of Azerbaijan.
The illegal travel of vehicles with Iranian license plates to regions in Karabakh, where the Armenian population lives and which are temporarily under the control of Russian elements, caused tension between Azerbaijan and Iran.
Azerbaijan expressed its reaction on this issue with the note it gave to Iran on August 11, but despite this, Iranian trucks continued to pass to Karabakh.
