In the application, it was claimed that the Russian-speaking population in Ukraine and Russian companies were discriminated against.
The Kiev administration was accused of not closing the airspace in the region where the clashes continued, regarding the downing of the Malaysian Airlines passenger plane.
The petition asked Kiev to end the blockade and not limit minority rights.
